Electronic circuits: How to design a low p erworth filter based on a set of requirements?

Last time i built a low p erworth filter, i used successive approximation. i got a bunch of inductors and capacitors of various sizes, and tested the frequency response as I switched components on the breadboard. you could do this to get a feel for the parameters, and to test a filter obtained by scaling a prototype.
