Which position is more convincing? Why or why not?***?

Some Americans view the late 1960s and 1970s as a period of rapid decline when the nation began moving toward a direction that undermined traditional cultural values while distorting the legacy of the civil rights movement. They argue that the Republican administrations of Nixon and Reagan sought to restore order and return the country to the principles of its founding fathers. In contrast, many Americans believe this was a time of progress and necessary social change. They maintain that Republican policies misappropriated the legacy of the civil rights movement and weakened the minority rights revolution.
