Is the United States a terrorist nation in the eyes of other countries?

The definition of terrorist "is a person or organization that creates terror", it can be argue that the onslaught of killing millions of iraqi civilians, dropping a nuclear weapon on innocent japanese civilians, and funding al-qaeda in the 1990's to actually invade and slaughter communist cities in southern russia. If you were a civilian in one of these countries especially Iraq, wouldn't you look at the US as terrorists?
